Anyways as of this morning I attempted to open Stellaris multiple times. Game opens fine, then it loads to 100% and stops responding for an indefinite length of time, and so the only option is to close it. One fix is to add -opengl at startup args. If you get red dots/lines after opengl turn off anisotropic filtering at GPU control.
